Dr. Chan has set up Totaltact Network, in 2015, as an e-think tank by making use of artificial intelligence, machine learning and big data, to collect and analyze the views from social media and the public to form a mega cross-domain knowledge platform.

Since 2009, Dr. Chan has been the Head of IT, College of Professional and Continuing Education, The Hong Kong Polytechnic University.  He oversees the Information Technology Unit, e-learning platform, and comprehensive IT services in PolyU’s Hung Hom Bay and West Kowloon campuses, and formulating IT policy for the College, in which the scale is similar to some UGC-funded local universities.

The IT services has achieved the high rating of overall student satisfaction in Student Barometer, a global survey of student experience, and compared favourably with international and local universities/ institutions.

With his diversified academic background, he also teaches undergraduate programmes in strategy, management, leadership, e-governance and research methodology.
